Must specify at least one quality and topology in the nm file

Expected Behavior

Current Behavior

Should be allowed to leave quality OR topology blank (but not both)

Program crashes if one of these sections is empty

Steps to Reproduce

  1. Remove all qualities or all topologies in a network model file
  2. Attempt to run the program

Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
